Protect Yourself from Natural Disasters!

In September, typhoons and other rain-related events often cause damage.¬ Make sure to be properly prepared in order to stay calm and composed in times when heavy rainfall increases the risk of natural disasters. This article will introduce protective measures people can take during times of heavy rain.

1. Things to do now to prepare:

Learn what type of land you live on.

It is important to have a good understanding of the climate and geological features of where you live. Know the risks by checking the following resources:

  • Hazard maps, which are available at your local ward offices, Chiiki Okoshi Suishin Ka (Regional Development Divison),
  • The portal site of Hiroshima city for disaster prevention (http://www.bousai.city.hiroshima.lg.jp/en/).

2. Collect information about how to act during heavy rain:

  • Television broadcasts provide weather information about your residential area. Please press the “d” button of your remote controller to see the information.
  • Bosai Joho Mail is an emergency information email service provided by Hiroshima City in Japanese. Prior registration is needed. Send a blank e-mail message to entry@k-bousai.city.hiroshima.jp to register.
  • You can collect information online at the portal site of Hiroshima city for disaster prevention (http://www.bousai.city.hiroshima.lg.jp/en/).

3. Evacuate safely before you feel in danger:

Follow your judgement and help each other to start evacuating safely before you feel in danger. Instead of trying too hard to reach a shelter, please consider putting yourself in the safest place in the environment that you are already in. If you are already at risk, find a relatively safer place within your house - for example, a room upstairs that is a good distance from mountains and cliffs.

Allowance for Persons with Disabilities

Apply at your local ward office if you meet the following criteria. These allowances are income-based. Please inquire at the relevant office for more information. For those who have already been receiving the allowance, please do not forget to report your current income situation to the Hoken Fukushi Ka (or Fukushi Ka in Higashi ward office) by Tuesday, September 11.

Tokubetsu Jido Fuyo Teate (Special Child Rearing Allowance)

For parents or guardians who are raising children under the age of 20 who have mental or physical disabilities (moderate to severe) and require full-time care in daily life

Shogaiji Fukushi Teate (Allowance for Disabled Children)

For children under the age of 20 who have severe mental or physical disabilities, are not in residential care and require full-time care

Tokubetsu Shogaisha Teate (Special Allowance for the Disabled People Who Need Special Care)

For people over the age of 20 who have severe mental or physical disabilities, are not in residential care and require special and full-time care in daily life

NOTE:
For international residents, there may be conditions (e.g. visa status) which need to be met in order to receive public assistance and welfare services, so please inquire at a relevant office for details.

To the victims of the July Heavy Rainfall Disaster, Apply to Receive Donations

Money donated by people throughout Japan will be provided to the victims of the July heavy rainfall disaster.

WHO:
1. Victims of the July heavy rainfall disaster who lost family members, or who suffered severe injuries requiring more than 1 month to heal.
2. Victims of the July heavy rainfall disaster who lost their house or whose house was severely damaged.
AMOUNT:
1. 50,000 yen per person
2. 50,000 yen per household
If you are a victim of both 1 and 2 above, you can receive both sums of relief money.
HOW TO RECEIVE:
1. Relief money will be transferred to the victim or victim’s family member’s bank account.
2. Relief money will be transferred to the householder’s bank account.
(The bank transfer procedure will take about 1 month from the time of application.)

Applications are accepted at Kusei-chosei Ka (Ward Administration Division), ward offices (8:30 am – 5:15 pm on Monday - Friday).

Applications are also accepted through postal mail service by Shiyakusho Kikakusoumu Kyoku Soumu Ka Gienkin Kakari 市役所企画総務局総務課義援金係 (〒730-8586 *Specific address is not needed).
Application forms were mailed in August to households who received Disaster Victim Certificates (Risai shomei).
WHAT TO BRING FOR THE APPLICATION:
  • An application form which is available at each ward office, Kikaku Somu Kyoku (Planning & General Affairs Bureau) in the City Hall, and the City’s official website.
  • A bank book or cash card which shows details of the applicant’s bank account.
  • A form of identification (driver’s license, health insurance card, etc.)
  • Inkan (name stamp). Self-inking stamps (Shachihata) are not acceptable.
  • A Disaster Victim Certificate (Risai shomei)* for those who lost their house or whose house was severely damaged. *A copy of it is acceptable.
  • A medical certificate* to prove that the applicant suffered severe injuries due to the July heavy rainfall disaster requiring more than 1 month to heal. *A copy of it is acceptable.
