From Monday, July 9, 2018, ward offices in Hiroshima City have begun accepting applications for Disaster Victim Certificates 罹災証明 (Risai shomei) for those affected by the disaster in Hiroshima caused by the heavy rain from July 5, 2018.

About the “Disaster Victim Certificate” 罹災証明 (Risai shomei)

The Disaster Victim Certificate is used to prove the degree of damage caused to housing by this heavy rain disaster. An investigation of the extent of damage by an investigator is required, and it usually takes a certain amount of time before the certificate is issued. Aid systems that require a Disaster Victim Certificate are as follows:

  • Moving to temporary or municipal housing
  • Natural Disaster Victims Relief Aid, public donations
  • Reduction/exemption of the National Health Insurance premium
  • Disaster Restoration Housing Loan
  • Emergency repair system for damaged houses
  • Distribution of textbooks free of charge, etc.

There are various relief programs for people who have been affected by the heavy rainfall from July 5th. The major services are listed below.

1 Disaster Victim Certificate (罹災証明書 risai shomei sho)
This certification is used to prove the degree of housing damage caused by the heavy rain disaster. This certificate is issued free of charge.
2 Relief money
This money is provided to people whose homes have been damaged.
3. Loan Consultation
This consultation service is provided to those who were injured or whose homes have been damaged.
4. Those who are experiencing economic hardship due to this heavy rain disaster may apply for consultation.
5. Housing
(1) Those who have suffered damages caused by the heavy rain disaster can stay in temporary municipal or prefectural dwellings (a part of Kōyo housing). Daily necessities, such as futons, will be provided.
(2) Those whose homes have collapsed or have been damaged, but are not living in temporary housing mentioned in (1) can still be provided with daily necessities such as futons.
(3) Those who have suffered damages caused by the heavy rain disaster are being offered accommodation free of charge at Rijyo Kaikan Hotel (depending on availability). Meals not included.
(4) Please consult with the Architectural Division (建築課 Kenchiku Ka) at your local ward office and the Architectural Guidance Division (建築指導課 Kenchiku Shido Ka) at Hiroshima City Hall regarding the restoration of damaged houses and buildings.

8. Schooling
The following services are available:

(2) Provision of textbooks, learning materials and school supplies
9. Taxes
Consultations regarding tax payment reductions and extensions of tax payment deadlines are available.
10. Medical services, Insurance etc.
You can consult about reducing insurance premiums and expenses payments regarding the following - Nursing-care Insurance, National Health Insurance, National Pension, and Disability Welfare and Child Welfare services
11. Water and Sewerage
You can consult about reducing your water and sewage service fees.
12. Others
(1) Certificates such as resident cards, identification certificates and personal seal registration will be issued free of charge if they are required for any of the procedures related to the recent heavy rain disaster. However, certification requested at convenience stores will incur a fee.
(2) If your house was damaged, your NHK July and August subscriptions can be waived. Please call 0570-077-077.
(3) If you lost your driver’s license due to this heavy rain disaster, the license can be reissued free of charge.
(4) Mental and physical health consultations are available.

Donation boxes are located in Hiroshima City Hall, each ward office and branch office. If you wish to donate in person, please bring donations to these offices between 8:30 am and 5:15 pm on weekdays.
4. Purpose of Donations
The funds collected will be distributed by the Hiroshima Prefectural Government, in collaboration with municipal and town governments, to those who have suffered damages caused by the heavy rain disaster.
